The Elberton City Council consists of a Mayor and a
Council Member from each of the five (5) Wards. The Mayor is elected by
residents' city-wide while Council Members are elected within their
wards and must be a resident of that ward. Municipal elections are held
on odd-numbered years. The Mayor is the presiding
officer at the Council Meetings and is the official head of the City for
all ceremonial occasions.
The City Council is the legislative power of the
City and determines all matters of policy. The Council appoints the City
Manager and diverse committee members as well as annual appointments for
the positions of City Attorney, City Recorder, and Tax Assessor Board.
The City Council meets regularly on the first
Monday of each month at 5:30 p.m. in Council Chambers at 203 Elbert
Street. Special meetings, public hearings and workshops are also
scheduled periodically with notice of these meetings published in the
weekly newspaper.

Larry Guest,
Mayor
Owner
and operator of Georgia Monument Sales. He and his wife Gilda raised their
children in Elberton and currently enjoy their two
grandchildren. Council Member Guest was elected to
office in 2001 with a strong focus on responding to
the needs of his constituents. He is no stranger to
the council as he served in the same capacity from
1987 to 1994 representing Ward 5.

Carey D.
Butler, Ward 1
Mr.
Butler, along with his wife Virginia, is the owner
and operator of Butler Office Supplies located at
246 Heard St. In addition, Mr. Butler is a
draftsman, property appraiser and manages real
estate investment. His focus is running the City on
sound business principles. Council Member Butler was
first elected in 1993 and has since been re-elected
in 1997, 2001, and 2005. He is the Mayor Protem and
also on the Board of Elbert Library.

Bobby Hunt,
Ward 2
Mr.
Hunt retired from the United States Army in 1981. He
and his wife Pat spend much of their time and focus
on programs to benefit youth. He works diligently on
City needs including funding the Elberton Boys and
Girls Club, operating Elberton Youth Development and
operating the Blackwell Cultural Center. He is
instrumental in organizing and running programs at
the Blackwell Cultural Center on Mill Street.
Council Member Hunt is in his third term as Council
Member. He was elected in 1995 and re-elected in
1999. His election campaign and work on Council
focuses on the development and needs of the human
infrastructure in our community.

Troy Colquitt,
Ward 3
Mr.
Colquitt is retired from more than one career. He
was an aviation electrician and member of the
fighter squadron Thirty Two of the US Navy. He also
helped construct the Richard B. Russell Dam as an
ironwork supervisor and was a real estate appraiser
for twelve years. In addition to those careers, he
spent thirty years in the granite industry. His work
in the industry involved designing, fabrication, and
erection of buildings and equipment. He and his wife
Estelle have two children, Chuck Colquitt and Tracey
Colquitt Rousey. Mr. Colquitt is a member of Antioch
Baptist Church and decided to become a councilman in
2003 to give back to the neighborhood and community
in which he has lived for thirty years.

Bob Paul ,
Ward 4
Bob
was born and raised here in Elberton, Georgia - "the
Granite Capital of the World". He graduated from
Furman University in Greenville, SC. His parents are
Elliott and Linda Paul and his grandparents are Mary
Maxwell and the late Thomas "Tot" Maxwell and Louise
Paul and the late T. F. Paul. He returned to
Elberton to work in the family business: quarrying
and granite manufacturing. He works at Eagle Granite
Company, Inc. as the Vice President and General
Manager.

Joel Seymour , Ward 5
A native
of Elberton, Joel is the Assistant Administrator of
Human Resources and Administration at Southeastern
Power Administration. In fact, he has worked at
Southwestern for more than 45 years in various
capacities. Joel is a graduate of the University of
Georgia with a bachelor's degree in business
administration and a master's degree in public
administration. He has continued his career
development with courses in management and executive
development. He also finished the U.S. Army Command
and Staff College and the Industrial College of the
Armed Forces.
