The City Clerk’s Office is responsible for the maintenance of the official records of the City of Elberton, the administration of the city, county, state, and federal elections. Many duties are defined by state law and require adherence to state guidelines for publication of legal notices, maintenance of files, meeting minutes, resolutions, ordinances, and records retention schedules. The department is responsible for issuance of alcoholic beverage licenses. All City Clerk forms are now available on the Applications & Forms page. The City Clerk’s Office shares personnel with the Human Resources Department.

The City Clerk is responsible for the following community programs:

Leadership Elberton Program A community leadership program sponsored by the Chamber of Commerce, City of Elberton and Extension Service that focuses on building skills, which can be used by potential and emerging leaders to better our community. The program is conducted during the months of January, February and March of each year. The program is funded through community donations and grants. Youth Conducted every odd year and consists of 20 – 25 high school students. Applications accepted in November for the 2007 program. Contact Susan Fricks at the High School for an application.
Adult
Offered every even year to 15 - 20 emerging local leaders. The 2006 program began on January 13 – 14, 2006 with a “Retreat” at Richard B. Russell State Park. Sixteen (16) adults have been selected to participate in the program.

Elberton Sister City Program 2006 marks the 24 year of the sister city program between Mure-cho, Japan and Elberton, Georgia. City Officials decided that the purpose of the program would be to give students and adults the opportunity to learn about the respective cultural and to develop life long friendships between individuals. The experience helps individuals to see the similarities as well as the differences between the two cultures and develop a sense of the respective town role in the world community.

Student and chaperone applications will be taken March, 2006. The Committee will select six (6) students and one (1) adult chaperone to participate in the exchange. For additional information contact cchurney@cityofelberton.net.

The program is funded 25% from the City of Elberton, 50% from donations, and 25% from the participants in each annual exchange. To make donations, contact Committee Treasurer Bruce Herring at

Sister City Program

Georgia Cities Week Program Cities across Georgia are encouraged to celebrate Georgia Cities Week. The theme for 2006 is Georgia's Cities: On The Right Track. Georgia Cities Week gives cities an opportunity to share with their citizens information about the valuable services cities provide to residents. From clean ups, to coloring contests, to festivals and open houses, this is a great chance to show off our city!

Mayors’ Christmas Motorcade GMA began the Mayors' Christmas Motorcade in 1958 at the request of then-Governor Ernest Vandiver as a way of providing holiday gifts for the patients of Georgia's mental health and retardation hospitals. The program is also aimed at raising the awareness of the needs of Georgia's mental hospitals. Elberton has adopted the East Central Regional Hospital in Augusta to assist this year. For the past two years, Elberton has co-sponsored a golf tournament with the City of Nicholson, which raised $3,050 for the hospital. The City of Jefferson has agreed to host the tournament for 2006.  

There are currently seven regional mental health hospitals in the state, serving some 3,200 Georgians. Many of these clients have lived in the hospital facility for much of their lives and receive little, if any, support from their families. Without the Mayors' Christmas Motorcade, the staff at these hospitals have told us, many of their clients would not receive a gift for the holidays. The Christmas spirit demonstrated by cities during the Motorcade extends beyond the holiday season. Any gifts not handed out during Christmas are used for client birthdays or given to newly arrived clients, who may need many of the items. In this way, cities help the hospitals celebrate special occasions year-round and help the hospitals meet the needs of their clients.

In December, the City of Elberton visited East Central Regional Hospital in Augusta where we donated personal care items, clothes, toys, etc. This year, City of Nicholson Mayor Ronnie Maxwell chaired the event. To raise funds and awareness, the City of Elberton held a “Mayors’ Cup Team Classic” in September. The event raised $5,300.

"If I Were Mayor, I Would..."
The City of Elberton hosted several local winners to this essay contest for lunch at the McIntosh Coffee Shoppe. The Mayor, Iola S. Stone, joined the students as well as three language arts teachers from Elbert County Middle School. The essay was sponsored by the GA Municipal Association in March. 6th grade students throughout Georgia participated in the state-wide contest. The contest gave students a chance to be creative and use grade specific language arts skills and civic/social studies knowledge.
